  This patch fixes a null-value problem in miniseed2orb, 
  adds dbname/dbptr overload support to Python stationxml
  tools, adds department and fax to license requests, 
  forces US English for traceview, and addresses several 
  problems in the Antelope patch mechanism. This patch 
  may require hand application on Antelope 5.11 systems 
  to account for changed patch URLs.
